Fun Young Inc is a Los Angeles County-based business consulting firm specializing in marketing, government funding applications, workforce development, and community development. With deep experience in public-private partnerships, we support underserved small businesses and individuals in navigating local and state-level economic development initiatives.

What is HRTP?

High Road Training Partnerships (HRTP) is a $17.8M federal and state-funded grant program led by the Los Angeles County Department of Economic Opportunity (DEO) and supported by the American Rescue Plan Act and Care First Community Investment. It promotes quality job creation and equitable workforce development by funding collaborative industry partnerships in high-demand sectors.

Our Role

As a prospective convener organization, Fun Young Inc is currently forming a strong project coalition to apply for and implement the 2025 Los Angeles County HRTP grant, with an anticipated funding range of $500,000 to $1,000,000. We are actively seeking employers, training providers, and Labor or Worker Representative to co-develop and submit a high-impact workforce development program to LA County DEO.

We are looking for partners such as:

  1. Employers (to identify skill gaps and provide provides insight into industry and workforce needs)
  2. Training providers (to deliver workforce development programs. Training providers include community colleges, adult ed schools, and CBOs, AJCCs, workforce providers, local boards, etc.)
  3. Labor or Worker Representative (Collaborates with employers to align goals with worker concerns)

Why Partner with Us?

The 2025 HRTP application window is now open, and Fun Young Inc is building a strategic partnership network to support regional workforce development in preparation for the 2026 World Cup and the 2028 Los Angeles Olympic Games. Our proposed initiative focuses on the hospitality and food service sectors – two industries expected to experience exponential growth due to increased tourism demand.

We aim to serve the San Gabriel Valley, a culturally and economically dynamic region that will play a frontline role in welcoming global visitors. This effort aligns with HRTP’s vision of creating industry-driven, worker-centered solutions that deliver equitable access to quality jobs.

Through this HRTP initiative, we plan to:

  • Collaborate with local employers to identify skill gaps and design training programs that lead to sustainable, high-road careers;
  • Engage employers and training partners to train underserved populations, including youth, immigrants, and limited English proficiency (LEP) speakers;
  • Offer training in multilingual communication, and digital operations and marketing tools, preparing workers for high-demand roles in service industries, such as restaurants and tourism;
  • Foster long-term partnerships between businesses, training providers, and workforce boards to strengthen regional economic resilience beyond 2028.
